There are 36 quests that are level 18 or 19 ( I have no clue if The Dreaming Dark is considered Epic or Heroic [Level 20 quest]). It seems a bit of a shame that you can't take 20 to do these. I understand that it may seem overpowered to allow EDs in these but there should be a way to allow you to take 20 but not talk to the Epic trainer and still do level 18 and 19 quests.
