There was some debate in my guild tonight over whether it is possible to TR a character on the Hardcore server, or if that will count as a death. Technically, by definition, resurrecting means that you died. Does anyone know the answer to this?

Contrary to popular mistake, "True Resurrection" and "True Reincarnation" are two completely separate and unrelated things. One requires being dead first, while the other does not.

Oh, and the devs said you can TR, but pointed out that you lose all your favor. So if you're there for either favor rewards (1750/5000), favor leader boards, or level rewards, TRing might not be a good choice.

The idea of hardcore, in general, is that you have a point where a whole character finally fails in a game.
The added risk of the final fail is intended to make this game more fun while you actually play it and hopefully the frustration if you fail doesn't outweigh this.

In DDO a TR is not a fail, it is just only a part of the regular character progression and therefore no reason to treat this case in the same way as death by heaving too much negative hit points.

e.g. in Diablo 3, every class has an ability available to instantly bring you back to life at a point where you basically die.
It is just a matter of game design and many players consider Diablo 3 hardcore as very challenging anyhow.
To add simply a permadeath component to DDO where one or several deaths are usually the common cases in a quest makes DDO dramatically harder.
There is no need to add additional difficulties like inhibiting a TR.
It is more need to add things that lower the risk of permadeath by a moderate amount similar to Diablo 3.
