Hi everyone, I have been out for a bit and am still catching up on all the new updates and such. I am looking to build a dual wielding ranger. I had one prior to update 30 that was fantastic (emphasis on scimi's - so tons of scimi's to work with). I am having trouble find the best build to go about this with all the new reaper stuff and end game content. It seems like I can't keep up with all the new changes. Previously, I had gone Ranger/Barb (sounds strange I know but it worked quite well) but now that build no longer works. Any suggestions on what to do here -- what feats would be best? Everything I have heard is that the tempest build is pretty much obsolete but that could be false information being passed along to me.

Welcome back!
In general, Tempest Rangers are in a pretty good spot right now, so you've picked a good toon to revive.
You can get Dex to hit and damage with Scimitars without any splashes, so an obvious first build to look at would be Strimtom's (https://www.ddo.com/forums/showthread.php/499845-Tempest-rangers-for-all-folks-old-and-new-R10-Viable-Tempest-ranger-build) (the third in his post). Like he explains, since you're Dex-based you'll deal a little less damage (Dex's theoretical max is lower than Str's) but you'll have better survival via AC / Reflex. His version capitalizes on this idea with the Elven Displacement Dragonmark, 'cause soulstones do zero dps.
You can trade a bit of that dps for trapping potential with an oldie but goodie (https://www.ddo.com/forums/showthread.php/423116-Tempest-Trapmonkey-for-new-players). You probably won't want to run in Fury of the Wild, but at first glance a lot the old build's setup holds. Unbongwah has an updated version (https://www.ddo.com/forums/showthread.php/423116-Tempest-Trapmonkey-for-new-players?p=6213796&viewfull=1#post6213796) using the new Knight's Training feat, which makes outdated weapons great again - in this case, Longswords
