I've re-logged (x2) and re-started the client.

I still can't see him, nor enter the quest...???

Sometimes he likes to go for a swim... or he realizes he's a dirty little gnome and decides to take a bath.

aka: he's under water. directly below where he should be, half stuck inside the wall underwater. You can enter the quest from there, but you will have to dive down to find him. :/

He didn't offer me any of that ethereal gear he seems to have come across...
