Festival effect no longer working

I dusted off an old pair of Dwarf required Handwraps I had put Festival Icy Burst on and the cold damage is no longer being applied. I tried running them through the Stone of Change an it did not help. I noticed that on another pair I had the Festival effect on and the cold damage is working, it now reads just Icy Burst and not Festival Icy burst. Not sure if that is the problem or not.

On a related note, my Devout Handwraps (Metalline of Pure Good) no longer give good damage reduction bypass. The good damage still applies, but I do not bypass DR\Good anymore. Again, stone of change did not help here.

Just wondering if this is a know issue or if others have been able to fix them somehow.

How old are we talking about on those handwraps? Because handwraps from before the change from handwraps being a unique special case to handwraps actually functioning like weapons may not work 100% like they did before the change. That's what my mind jumped to immediately (and, honestly, jumps to whenever someone mentions anything weird and handwraps).

They are pretty old, from before the Handwraps change (for both of them). The Festival issue are an old pair of +2 Holy Stunning 10, Dwarf Required that I have had since monks came out nearly. Still nice wraps but was sad to see the icy burst not work on them anymore.

I am seeing more broken Handwraps. Mostly the DR breaking aspects of them.

Anarchic of Greater Evil Outsider Bane = no chaotic DR
Holy burst of Pure Good = No Good DR

Festivial Frost on Force of Greater Giant Bane = no cold damage


Has anything been said about these or been reported before?
