Like must save all the prisoners, must make 5 alliance or something like that?
Or must personally kill all the mobs or something?
Been there many times, no named. :/
On heroic btw.

Which named are you referring to? There are quite a few named possibilities in that quest: Chef Ernest, Doctor Fjorn Bloodstein (The Visionary), Sister Polina (The Disciplinarian), Argus Blackstone (The Bailiff), a named Inevitable, etc. Which named are you trying to find? I'm guessing the Bailiff, since he's in a secret room. There are two ways to reach him, one is to leave the lower jail cellblock via the west exit, open the warded barrier, and move forward to kill the Bailiff and his guards. The other way is to open the steel door in the corner on the bottom floor of the upper cell block, and kill the Doctor in there. When you pull the lever in that room, a line of lights will appear on the floor leading to a jail cell. There is a secret door you can find in that cell that takes you to the Bailiff. (It approaches from the opposite side as Option 1 that I described, and links the upper and lower cell blocks). I suspect you don't actually need to kill the Doctor and pull the lever... you could probably just open that cell and find the door, if you know which room it is.

The named items are in 2 chests, one behind a secret door near the lava, pull a lever in a rectangular pool of lava and its right down the stairs on the right iirc. The second is the end chest on the airship, have to fight the mutiny to get it, teammates that don't want armor may be choosing the 50% bonus xp for giving it away.
If you haven't been getting those chests, you have 0% chance of named armors in the rest as far as I recall.

Mutiny i usually go hide on the roof, captain kills most of them, never ally with any of them, never got a named before, thus been wondering if i missing some sequence.

Its probably bad luck, make sure you do it on elite or r1 in a party if you are looking for a specific item.

I think it's just that the quests in this pack have a pretty **** drop rate. I ran Kind of a Big Deal some 15 times last night on three different toons trying to get the boots, and only saw 2 named items throughout (club and dagger). I expect Price of Freedom to have a similar drop rate.
Could be abyssmal luck, of course, and I'm not suggesting I have a statistically significant sample size, but I'll continue ransacking that end chest to see if the declared number (~33% drop rate for named on Elite) is anywhere close to the real (so far closer to 10-15%).

Just have to have access to the two chests that can drop named items.

It shouldn't matter, but last time I did it I started on the outside and then did the inside, and doesn't matter where on the ring you start. Make sure you don't have a pet or hireling following, and make sure you hit each spot, and make sure you don't accidentally hit the other ring you aren't working on

I did, didnt work, tried on 2 quest repeats twice, so i was thinking maybe i missed the correct one as it didnt show which one to start 1st...

If they are all lit, you hit each once (hence the run in a circle method). They are not always all lit when you get there, it can be really tough to solve if not. It's sometimes easier to get them all lit, then just hit it all once.

Wiki could be wrong ofc but it doesn't show any boots that come from PoF....

I think boots is from giant koblods.
SO far I got 1 boots, 2 helms (I think library, not sure), 1 platanium cape.
PoF nada, 0 named items...

I got Shadowshimmer, Coldharbor and Confiscated in about 10 runs total (on different toons, some loot rerolls were involved as well). All done Elite, hitting the hidden and the end chests, skipping everything else.
Memories quest has also been similarly friendly.
However, as I kept farming giant kobolds, I got squat in terms of named loot in another 10 runs or so.
So I think it's as always, just down to (bad) luck. Best advice would be to accept the reality and either take the grind, move on, or get someone to help with the farm to increase the chances.

Funny thing is you can only do so many quest per day, currently im 14, keep going back to farm lev 8 quest for lev 6 items...
And I have to do it again when i go epic lmfao.
Which reminds me, if you do epic, then do heroic, is there ransack?

Yes, all difficulties share 1 ransack timer
