I noticed the fusillade/No Holds Barred rate of fire for dual wield crossbows and single wield crossbows is overall the same bolts/second total.

Is dual wield crossbows supposed to be the same total rate of fire as single wield crossbows under fusillade/No Holds Barred?

The only thing fuisllade/no holds barred does is skip the reload animation; the length of that animation does vary between styles. We have done intentional balancing around the current timing, and it seems to be working as intended.

Along those lines, is the rate of dual wield xbows rate of fire borked on dragonborn? Anecdotally, I was watching a ddo stream while playing, I was 10 dragonborn 1rog/9wiz they were a lvl 6 human fvs, and they were shooting noticeably faster than I was. And I was in a group last night and I was shooting slower than the other inquisitors, I didn't catch their races/class splits though.

Probably also using the Rapid Shot Feat and if a level of Arti then also the included Feat Rapid Reload

This. Inquisitive is very feat thirsty. You basically want five feats- rapid reload and rapid shot for attack speed and precise shot, improved precise shot, and improved critical ranged for damage. Precise shot, of course, is useful in its own but it's a prerequisite for improved precise shot. If you don't have at least the first two, your attacks will be quite slow. It you have both and your attacks are still slower, it may be that they have the alacrity enhancement of you do not. Finally, it could actually be broken, in which case but reports help.

It's not why the fvs fired faster then you; but it is worth noting that your split 1 rog/9 wiz has only +4 BAB, which is exceptionally low for your level. Attack speed goes up with BAB, especially for ranged weapons.

Ps. I say it's not because of BAB for this difference because a level 6 fvs should also have +4 BAB.

BAB does not effect bolts fired from NHB using a xbow.

Well, there does not seem to be a substantial an increase in shots fired. If it is down to animation then it prob is due to the double shot animation doing a slip upward motion where as other xbows are kept steady when going on Fusilade.

Edit;
Also, there is a sequence of right to left going on instead of all parallel.

Edit2:
Bolts appear to be shot from thin air and center in between the two xbows instead of from either of the two xbows.
