I just upgraded an epic acid greatsword and got the "greater acid blast" added to the weapon.
It states the blast does 4-40 damage but I haven't seen it do more than 13 or so in many many hits. I don't think it's working right.
Also, regarding toee weapons, maybe a general bump in power? Perhaps add 5d6 of the appropriate element type per hit?

How many skulls are you doing these tests on? Because the ToEE weapons are nerfed quite heavily if you go in on too many. Usually only feasible to use on 1 skull.

I wasn't playing on reaper. Full damage should have been in effect.

Could we see screen shots of this bug? Because I personally use 2 ToEE khopeshes on my TWF Dance of death build, from level 7 to level 20 basically on r1, thats how powerful they are.
*Edit* I just popped into r1 Dont drink the water real quick to get a screenshot of my ToEE proc.
As you can see, even on R1 epics, it is doing 56 with one proc (no save), 112 and 111 with another proc (no save), 27 with 1 proc (save)

Sounds like the OP's numbers are for a heroic ToEE

I don't have screen shots and am not playing currently so cannot take any. I might play later & if I do I'll try to remember to attempt some SSs.
The sword is Epic (level 26). The "acid torrent" seems to work fine (procs on vorpal). The "acid blast" which procs on any crit is where I was having trouble.

Sorry, I didn't read everything, I don't use ToEE for the crit effect, I use it for the vorpal effect. So I assumed you were talking about this. I would like to see a clip of you swinging your weapons for 30 seconds honestly. Although, I am pretty sure that you are just expecting more than an average.
You state that you are in the 4-40 damage bracket range, this tells me that you are running a build that isn't getting an extra multiplier. Which makes me wonder what build you are running that doesn't have an extra multiplier? But thats besides the point. If you take averages into consideration... You can comfortably say that 13 damage is near the average you should be seeing. the numbers in between 4-40 would be in the 13-20 range. Meaning that you will commonly see damage in that area, where as 30-40 will be the jackpot. Although I would look at utilizing builds that add an extra multiplier... This will be a considerable dps addition, and you can easily do this through using 6 fighter levels.
This all being said... I would never use a ToEE weapon for this effect... I only ever use ToEE weapons for AoE trash clearing, red alert zerging and just cleaving away for massive DPS. Something else to be considered is that - - - DUAL wielding ToEE weapons, will give you double vorpal procs. As the ToEE weapon procs on any roll of a 20, which is why you saw 2 procs in my screenshot. Further more, since you are swinging 2 weapons, you are rolling twice as fast.

I'm on a pure fighter, max kensei. I don't know if character crit bonus increases are supposed to help the bonus or not. 13 is the highest number I remember seeing from it. 4d10 should roll an average of 22 damage but I see mostly single digit numbers.

If you're on a pure fighter, why is your multiplier only 2?

A greatsword is base x2 so I assumed that's the driver. I have a higher multiplier overall though. If that's supposed to count, then the problem is even worse.
