Yesterday my first time on Lam i put together a Tiefling Assassin VKF build and tested it at level 15.
Lasting Darkness seems to work as it says except for the chance part. Everything that entered was blinded and set up for full out sneak attack damage.
The animation looks to be the same as glitterdust very slow especially w/o quicken.
With a measly 100 SP trinket i was able to use it ten times but rarely needed to.
I am going to run further tests in higher reaper modes to see how far it goes. I have to say it is a lot of fun so far :)

Is it just as obnoxious in the UI as glitterdust? IE the sort of thing that makes people never want to group with you?

Not at all. It is a very subtle dark mist that can easily be seen through. Unless youre referring to the animation/sound effect i dont find it to be obnoxious at all.
It also blinds Reapers as well but i have only tried on R1s.
Would be nice to be able to follow a tanker into the mob area first in reaper though.

Ah, ok, then, I was worried it'd be like the various fog/sleet storm/glitterdust spells---Very useful in some cases solo but likely to hardcore aggro your fellow party members.
Now we need a FR drow variant with this same spell, dancing lights, and levitate.

Sounds handy but any rogue can UMD sleetstorm and they fall too. But you need FoM usually or some slippery surface immunity

Yeah, not only is Sleetstorm already better but it also doesn't require points to be spent in a bad tree.
