Ever since the crafting revamp introduced the cooldown on vampiric items, I have wondered why they went that route? Why add items with larger amounts of on hit healing if the cooldown is going to be so long it doesn't matter, especially with the reduction to self healing from Reaper? I imagine that any builds focused enough on heal amp for vampirism to be self sustaining would suffer too much in every other way to ever be considered useful in endgame content. But I don't have the numbers, so I might be wrong.
Was there ever an official Dev response as to why they made this change?
