Short answer: I threw money at it. Not happy about that, but it works.
I am running windows 64-bit Win client for DDO by using CrossOver. I tried the free version and I'm going to pay them money.

I tried WineTricks, PlayOnMac, Parallels - all with no success. I was looking at BootCamp and alternatives...and they were too convoluted for my non-codewriting brain to manage successfully. BootCamp seems fragile and when it shows error messages, they do not point to precise resolutions.
Finally, I read that CrossOver had DDO up and running under Mojave. Begrudgingly, I tried the free version and it works. I had already installed XCode for other WINE install attempts, so I'm not sure if it helped CrossOver or whether it made no diff whatsoever.
I installed CrossOver.
I installed Steam. It's searchable in CrossOver as a Win application to install.
I opened Steam and installed DDO.
There were some timeout / sequence errors that showed and I said OK or whatever, but Steam ran anyway. One error was for a Win lib called mscorlib.dll or some such thing. The other was for .Net. However, after both error dialogue notifications were dismissed, Steam and DDO came up.
As an attempt to help, I searched CrossOver for .Net and installed it into the Steam bottle/wrapper. The .Net error still displays and Steam and DDO still run.
A dialogue box appeared, asking me if I wanted to run in DirectX 10. When I chose YES, DDO did not start. When I tried again, choosing NO, DDO works. Not sure why that is at all.
DDO runs. I can open the store.
So, I'm gonna plunk down money to the CrossOver folks and hate myself a little, on those rare days when I catch my own reflection in a mirror. I mean, I'm already paying DDO to be a VIP and now I'm paying someone to help me run it on my computer. But, when this Mojave problem started, I found myself trying WoW with no real joy in that. I've played the hell outta Diablo III - it's pretty, it's nostalgic but it's not DDO. I'm gonna pay CrossOver monthly and see if DDO codemonkeys can make something happen in native OS X.
