.....of either a heroic PL or a racial PL?
I am already maxxed out on Wizard past lives and did this long before the Iconic Gnome race came into existance.
Would like to play one but my Iconic TR will be wasted in part due to the fact that I can no longer obtain Wizard PL bonuses.

Iconics already have a race based past life feat so most likely no.

I think the fact that you get the Class Past Life and the Iconic "Race" Past life when you Iconic Reincarnate seems to indicate we are already getting an "and" which is better then an "or"
You mention the fact that you already have the max number of Wizard Past Lives. There are options to get the Iconic Racial life with a different class.
1st option is to level up using a different class, such as one you don't have
2nd option is an "after" approach using LR+'s to switch the class - And yes this one costs DDO points/Possibly money to complete. This will mean changing at least 10 levels possibly 11 if you are 20 levels wizard.
