I'm not noticing any changes to my attack bonus, when activating precision. It is supposed to give a 5% bonus I thought?
This is my first time using the precision feat, I have always viewed it as being an end game feat, and I am doing 2 Epic Reincarnations this life, so I figured I would take it.

According to ddo wiki: Offensive Combat Stance: While using Precision mode, you gain +5% to hit and reduce the target's fortification against your attacks by 25%.
I don't think it will change tool tip values more as it may show on a training dummy if you can compare attack statistics with it on and off. I may be wrong... lol

It is working, it just isn't obvious since determining whether you hit or not is not a straight comparison of values the way it is in P&P. The formula DDO uses to determine your probability of hitting is: (Player's Attack Bonus + 10.5) / (Target's Armor Class * 2) + 20%
You see that "20%" at the end there, what precision does is increase that to 25%. It doesn't show up as an increase of your to-hit, but it is working.
