Cannith suffix question

Hi.

Can’t figure this out.

Am trying to craft a cannith crafting suffix to my crafted belt (parrying or insightful spell resistance) at level 4 and I am unable to do so. Tried crafting parrying at level 1 for kicks as suffix as
well on belt, and would not let me do it.

Have successfully crafted insightful spell resistance and parrying as a suffix to a level 24 belt and to a level 30 belt (both bound items) previously.

Am now at 375 in cannith crafting.

Why on earth can I craft this suffix at level 24 and 30 but not at level 4 (or 1) ?

Was able to craft all other prefixes and suffixes to my level 4 (and 1) crafted items, except for the suffixes for the belt...

Parrying can only be added to a minimum level 10 or higher item.

All Insightful Cannith Crafting bonuses (icluding Parrying) are minimum level 10 or higher.

All Insightful Cannith Crafting bonuses (icluding Parrying) are minimum level 10 or higher.

Some effects may be third slot in one equipment spot but not on others, and can be crafted below 10 in a certain equip. The planner linked above is the one I use as well.
