just traded my old lvl20 spyglass for a fresh one.
it gives a +4.9 to skills insted of 5. example, in the character sheet my disable is 108,9
and the log says:
Effects): You benefit from your Epic Treasure Hunter's Spyglass.
(Effects): --- Exceptional modifier to Disable Device Skill: +490%
disable is just an example, this applies to all wis and int skills
just a display bug or….?

edit: for comparison, my manual of stealthy pilfering is recorded normally in the sheet, and the log says:
Effects): --- Exceptional modifier to Disable Device Skill: +6

the level 28 one is giving 8.48 exceptional wisdom skills.
Spot goes from 103 to 111.5. On tooltip it shows 111.48
The exceptional int skills are doing the same.

So overall this new cove loot has been bugged to hell.
ML28 weapons having dice comparable to low epic weapons 3(1d6) lolwhat?
Red augment slots on armor, and now items giving fractional skill boosts.

Refer to: [Post #57 (https://www.ddo.com/forums/showthread.php/497738-Update-39-Preview-2-Loot?p=6114495&viewfull=1#post6114495)], where I noted the "Treasure Hunter's Spyglass" was bugged and NOT applying Exceptional Bonuses correctly! :-)

As I mentioned prior within [Post #57 (https://www.ddo.com/forums/showthread.php/497738-Update-39-Preview-2-Loot?p=6114495&viewfull=1#post6114495)] the stated Exceptional Bonuses were "bugged" (refer to accompanying screenshots).
I'm not sure what maths has been applied to the Spyglasses, but the [Exceptional bonuses] weren't matching the description in [Post #2 (https://www.ddo.com/forums/showthread.php/497738-Update-39-Preview-2-Loot?p=6114038&viewfull=1#post6114038)] nor in the: U39 Lamannia Preview.
In actual fact the following [Astute] and [Prudent] Skills Bonus bonuses were being applied:
ML4: +221%; ML8: +292%; ML12: +358%; ML16: +424%; ML20: +490%; ML24: +556%; ML28: +847%
Hopefully, Lynnabel or whomever has already corrected those erroneous values... :-) ...
At least, I haven't attempted to get any of the 2018 'malformed' Items from: Euphonia's Barter Box... Currently the '[U39.1] Treasure Hunter's Spyglass' is still missing the "Exceptional" Astute/Prudent bonus, descriptive text. Albeit from reading the OPs post, the bigger current 'concern' is why the calculations still haven't been "corrected" since U39 Lamannia way-back in mid July?
Obviously some of the DDO Developers' and Quality Assurance team, were fully aware I had posted [U39 Lamannia] that the "Spyglass" wasn't applying the correct values. Perhaps with hindsight it might have made more sense for SSG to delay Crystal Cove 2018, until near "International Talk Like a Pirate Day".
Rather than trying to rushout "broken" items, such as the Armours with Red Augment slots, Quaterstaffs that aren't THF (which I also mentioned).
[...] The DDO Developers, will likely be fully aware that the: U39, "Broken Oar Quarterstaff" can now be wielded in one hand for TWF combat purposes, and looked suspiciously like a sword... I believe Aelonwy, also mentioned the Quarterstaff icon had 'polymorphed' into a blade-like item [Post #77 (https://www.ddo.com/forums/showthread.php/497738-Update-39-Preview-2-Loot?p=6114617&viewfull=1#post6114617)]. ;-) ...
Plus there are also several other item discrepancies, with some of the current [U39.1] Crystal Cove Items. Even though quality cannot be defined, you know what quality is.

It's on my list :) Luckily, when it's tackled, it should affect all items - even the ones currently in circulation - so you don't have to worry about getting new copies.

...does this include non-cove items that suffer from these calculations? Like the Necklace of the Glib Tongue? I think some of the age of rage items do the same too (tiara of madness)?

All skill suite items do this, yes. If you'll forgive the rushed explanation of what I think is the problem, unlike most granular statistics, skills are floats rather than integers which sometimes makes DDO's rounding forget what it's doing and just give up somewhere along the way :(

So I guess they have to be floats since if you invest a point in an off-class skill you only get a half point.
But that begs the question: If you have, say, 4.5 points of a skill do you get to use that skill as if you had 5 points, or only 4?
If you only get credit for 4, then you may as well just wrap the calculation around an int value, and it'll just be 5 the next time you invest a point. But that doesn't explain why there are fractional values that are not .5 showing. The .3s and such just shouldn't be happening.
I also reported this issue at the time, so there were multiple reports coming in on the subject.
