I am under-geared for epic levels,
the best gear I have for my 27 level paladin is mainly lvl 10 ravenloft gear (because I can farm it!), couple of event pieces ( lvl 20 cavalry plate armor and lvl 20 cloak of night from mabar)
couple of level 22 cannith crafted pieces for the main stats like constitution and charisma,
i can craft to level 25 but the increase in single stat point does not worth the collectibles .
i even still wear lvl 8 slavers ring because i can't get these specific bonuses on ring from other places.
epic slaver is level 31 I cant run it for gear, epic ravenloft is lvl 29 i also can't run it for gear.
the result is that i can barely run lvl 23 EE quest, the only way I finish kings forest quests is with reentering several times.
and I cant run lvl 24 EE quest in the underdark at all.
my XP for leveling is from piking in WZK 'optionals runs', or joining 'daily epic' group if i see one, i get good XP but no gear.
all my old gear is obsolete, there is no old lvl 18 gear that is better than lvl 10 drops from ravenloft.
how can I gear up with lvl 23/24/25/26 level epic gear that i can use in order to be able to finish the epic quests in underdark?

Honestly, drop the Heroic RL gear. You are seriously placing yourself at a disadvantage wearing it. Yes, you lose stuff, but the game is one of balance. Currently, you are very "unbalanced."
Gear wise, you are actually very lucky.
The newest update, U39, should be your first place to hunt. You can put (almost) everything to use immediately. Update U38 will have semi-decent weapons (but they are lvl 28 if memory serves me correctly).
Honestly, prior to this update, most Epic Gear was Crafted from 20 to 27/28. Weapons were basically: 20/21 - ES, Cannith Challenge or S/S/S weapon, 23/24 - CitW or TF tier II, 26 ToEE, 28/29 - Rage or RL.
If you are able to craft, that is what I would recommend until you can farm up some 27+ named loot.

I don't know how much help I can be here since I don't know what a paladin would be looking for loot-wise but it seems to me the most logical thing you could do is drop down to EH difficulty untill you build up some loot options; despite the lower drop rate you should still see some drops plus some 'guaranteed' ones (for example, end of chain rewards and trade-in eveningstar commendations for lvl 21 and 23 gear sets which should take you nearer to end-game gear sets). Also keep an eye out on the auction house for some good gen loot or old named items to fill in the gaps.

Why can't you run normal RL? Many of the quests are easier on normal than low level epics on elite. A full normal run of the saga with some s/e/r will get you a million xp also.

Run ML 17 quests for basic items to get along in ML 19 content. Simple as that. Assuming you have no Cannith Crafting available you need better gear from ML 17 onwards. Ideally you manage to run heroic Shroud and craft yourself a weapon and an accessoire item. For a Paladin a Smoke2 with 45 hp seems the right choice.
If you have Cannith Crafting available here my current Paladin gear setup since Lvl. 11. The slots remain the same, but obviously scale up in effects every 4-5 levels, so take it as a blueprint and adapt it according to your character level. Personally I craft the lowest accessible level of a feature. You have the option on crafting that gear setup at lvl. 9 for early access, but from lvl. 11 on Cannith Crafting provides insightful bonuses, so that's where it gets interesting. Also, I consider level.s 1-10 as irrelevant for gear setups, since I am a veteran with enough past lives etc. under my belt.
Okay, my currently lvl. 13 Paladin with a gear focus on Turn Undead for obvious reasons....Ravenloft, duh:
All items have a slot. That's mostly for shifting around Master's Gift but also to slot Heavy Fortification, which further detatches me from certain armors/items

-> switched to gs Smoke2/hp later

Dawn's Herald Charm
-> on a pure Pal I use it till lvl. 20. Else I'll switch to Golden Guile for Improved Deception
Trinket:
Greater Bold Trinket, Litany od The Dead or anything supplemental by Cannith Crafting. Litany of The Dead remains good till lvl. 20, though, it is worth using it.
Cloak:
CHA +7
Nat. Armor +7
Insightful CHA +3
-> slotted with Master's Gift
Belt:
STR +7
CON +7
Insightful CON +3
-> slotted with Heavy Fortification
Gloves:
Stunning +8
Healing Amp. +27
Insightful STR +3
-> I had Barbarian past lives in mind when I crafted these. That's why insightful STR is added even if that seems to be redundand on a divine class. Insightful Stunning was another option but made it less universal for STR based melees, imo.
Goggles:
Seeker +7
Accuracy +11
Insightful Seeker +3
-> or use more utility like True Seeing maybe paired with Search to find secret doors, too. Mostly I use UMD for spells like TS or switch goggles within fights.
Bracers:
Mysterious Bracers (available from time to time at Remnant Vendor in Hall of Heroes, iirc. They provide Healing Amp. stacking with other items such as the crafted gloves above, which is paramount when running on reaper and generally on higher difficulties. If you can, use Levik's Bracers, which is freeing Healing Amp. by Cannith Crafting but my Paladin doesn't own them so I will use the ML 7 Bracers till lvl. 20, probably 24)

-> Bracers slot is the weakest, imho. You are probably better off using that slot to adapt to combat situation or using any named item you think provides better options. This might be even a good slot for heroic greensteel if you have no access to Healing Amplification otherwise.

Ring 2:
Sacred (since that is a feature of the named necklace, too, you might consider Persuasion instead for better use of UMD if you cannot rely on GH clickies)

-> now switched to named boots out of Death House in Ravenloft. Easier to get than the raid item, better overall bonuses for heroic, like Natural Armor, possibly freeing a crafting slot on cloak above

This setup extension from my ML 9 items. This is what my Paladin will be using till lvl. 25, when the real epic gear kicks in. Alternatively to Healing Amplification by crafting you might want to get the PDK gauntlets. They are a great consolidation for any melee till you figured out your final gearset.
Armor:
Giantcrafted armor and from lvl. 14 on dragonscale armor accoring to my taste. Lately I use the white armor for its superb defense boost, but if you are for dps, use the black one. If you believe it or not the ML 14 armor works for me till the epic dragonscale armors are a thing, which means, from lvl. 14 to lvl 25. The Cormyrian Red Dragon Armor is another great consolidation of melee character options but it is attached to high PDK favor. If you cannot use that one, just go with gianthold heroic dragonscale armors. Black or White, depending on the problems you have regarding survivability or dps.
I preferred the Fullplate of The Defender, though. Combined with Levik's Bracers it provides great survivability.
Weapon:
According to mobs. In general Sword of Shadows, in RL content Barovian and Macabre weapons, even Riftmaker. Cannith Crafting is the weakest here, you should be looking for named items at the very least. Or challenges crafting, or heroic greensteel... but regardless, it means some time investment. A Paladin might have it easier due to Holy Sword and Zeal, though. For my last pal life I used a Cannith Crafted Maul with Vampirism on it. Ran mainly on elite and was quite satisfied with the self healing provided, even boosted by the heal amp. bonuses from KoTC and items.

You could pause your bravery streak and play MotU quests in EH instead of EE. That way you could get the basic gear.
Or you could put up LFM saying you need help with finishing the quest. :p

Thunderholme blank is one of the easiest ML22 weapons to get, and it's competitive even without upgrades.
I use a Slaver's ML8 set until ~24 on my melees, with a few swap pieces. At 24, I have a few things like Orcish Privateer's Boots (http://ddowiki.com/page/Item:Orcish_Privateer's_Boots) and Iron Mitts (http://ddowiki.com/page/Item:Iron_Mitts) - both common drops in E3BC - that are very nice and good enough to break my set bonus for.
If you plan on running EE/ER a lot, it might be worth farming/building a gearset, but most people run EN a lot which doesn't matter as much. Once you hit 29 or so, you can grab RL gear and swap from EN to ER4 or whatever.

I forgot: check out plat auction house. Seach by level, and hover over even the random loot: those might have good extra properties not shown in the name, like speed in boots, armor piercing etc.
I use lots of 3BC gear in mid epics, and even some random generated items at cap, like +12 DEX, +13 CHA ring of +20 Perform, nice for Bard lives.

If you have Cannith Crafting available at a high enough level here my current Paladin gear setup since Lvl. 11. The slots remain the same, but obviously scale up in effects every 4-5 levels, so take it as a blueprint and adapt it accorind to your character level. personally I always carft the minimum level for a distinct effect so I have access as fast as possible when leveling from 1-20. I consider level.s 1-10 as irrelevant for gear setups, since I am a veteran with enough past lives etc. under my belt. But from lvl. 11 on Cannith Crafting provides insightful bonuses, so that's where it gets interesting.

that exactly what i was looking after! i will try to farm the boots and the gloves in epic 3BC wilderness area.
are there any other pieces of gear in other adventure packs that can be farmed?

Yes, but to run elites you need gear, and that gear you get by running normal and hard. You are allowed to run quests multiple times.
Slow and steady if you don't want to be just carried all the time.

If you run more than 3 quests on hard you are losing exp by pausing, just drop to a hard streak.
Epics don't scale like heroics, don't be afraid to run hard if you can't handle elite. You can always go back and run elites once you have some gear.

Slaver's is totally farmable on hard, it's not like ToEE which was elite or don't bother.
Also, a little concerned that you said main stats like cha/con, unless you are getting cha to hit/dmg str should be on that list before cha.
What's your build? S/B? THF? TWF? I saw cav plate listed which is medium you are missing lots of defender enhancement options by not being in heavy (unless you are using a shield, and if you are using a tower shield there is no reason to be in medium). If you are having issues with MotU at level 27 I think it is a build issue more likely than a gear issue.

There's honestly a lack of really good easily obtained all around named items in the 20-27 range. Randomgen/Crafted is usually best for most things.
Make sure you have Blurry via something like Bracers of the Twisting Shade (http://ddowiki.com/page/Item:Bracers_of_Twisting_Shade_(Level_23)) which are an end reward or a drop.
Get a Ghostly Item - probably a Ghost-Waking Cloak (http://ddowiki.com/page/Item:Ghost-Waking_Cloak_(Level_23)) from Gianthold, also available as an end reward unless you have a Cloak of Night (http://ddowiki.com/page/Item:Cloak_of_Night_(Level_20)) from Mabar.
Would also recommend a Mysterious Bauble (http://ddowiki.com/page/Item:Mysterious_Bauble) from Weapon Shipment, it's a fantastic clicky - took me 11 runs to get mine, which isn't bad at all.
Finally, I'd recommend trying for a Cursed Blade of Jack Jibbers (http://ddowiki.com/page/Item:Cursed_Blade_of_Jack_Jibbers) as it's one of the best items in DDO. Incredibly low drop rate though, I've pulled two across ~4 EPL's and that's extremely lucky (I know a guy who farmed it across 11 EPLs before he got one).

Really? Cool! I've always run it Elite or not at all, and most of my characters struggle somewhere in Epic Slavers. I can do Ravenloft on Reaper solo, but not so much for ESlavers.

Personally I'd max Cha>Con>Str or Cha>Str>Con even if you don't have Cha to-hit/dmg, because Divine Grace gives you a ton of saves which is great for undergeared people. Divine Might means you get at least half of your Cha bonus to Str anyway. But yeah, you should have Str if you don't have another stat to-hit/dmg.
I saw cav plate listed which is medium you are missing lots of defender enhancement options by not being in heavy (unless you are using a shield, and if you are using a tower shield there is no reason to be in medium). If you are having issues with MotU at level 27 I think it is a build issue more likely than a gear issue.

with bastard swords and tower shield (S/B)
the build was very sturdy for a long time. I can run epic normals easily and epic hard with some effort, its just the elites that frustrate me, yesterday it took me almost hour and a half to run "battle of evningstar" on EE and i had to release and reenter at the middle of the end boss because all my gear got broken and i was half naked.
I use cavalry plate because that is the best armor that i have. how much PRR I lose because it is medium armor and not heavy? i think i currently have ~140 PRR and ~80 MRR

Yup, I ran slavers EH on a ER at lower levels when too low to do elite, the better completion times and the chain reward help even it out.
My mistake on the armor, I had it in mind it took heavy.

Ok, so it probably is a build issue. Sounds tanky but lower dps. The truth about DDO is tanky doesn't solo well.
Granted comms can be slow to get early on, but you can get in the wilderness too. Comm of PDK armor would be better and fairly easy to get. The gloves are probably an upgrade for you too, the Hamp should boost your amel strikes. I know you said bastard sword, but a longsword should fit in with your spec and the comm longsword (Oathblade) is very nice entry level weapon with a great profile.
With the tower shield you definitely want to move to heavy armor, the only advantage of medium is the MDB (for dodge cap) and you are capping that with the Tshield anyway. Or stick with medium armor, get a dodge item and use a large shield. You might lose a little AC/PRR but the dodge will likely be more damage mitigation.
As others have pointed out, make sure you have ghostly, and lesser displacement.

You can half-tank like I am on my current life and it's not bad :) I just wanted to be survivable enough to be useful in Reaper, and then built for damage thereafter. I'm also building a full tank, but leveling it as DPS and planning on LHoW @30. It's pretty bad even with that in mind...

Heavy Armor gives BABx2 PRR, whereas Medium gives BABx1.5 PRR. At your current level, that's ~11 PRR. With your ~140 PRR gaining that would be ~4.5% less incoming physical damage, at least from PRR.
If you can find a reasonably decent set of randomgen plate it's probably better than your Cavalry Plate, but if you can't find a good one don't bother. I agree with Cantor here though, you're likely better off with Medium Armor + a Large Shield and a Dodge item. Just watch the Max Dex bonus on said armor, it's one of the Dodge caps and probably the lowest for you.
My main has ~11% Dodge with Medium Armor, which is more overall mitigation than the ~4% I can get in Heavy Armor. Also note that Dodge has increasing returns, whereas PRR has diminishing returns - there's a lot of debate on phrasing, but each +1 Dodge is better than the last, whereas each +1 PRR is (depending on how you view it) equal to or worse than the last.

Before my Cannith Crafting school was high enough I used Epic Ring of The Stalker, PDK set (later just used gauntlets, helmet changed to Smoke2 gs and armor remained heroic Black Dragonscale), Guardian's Ring (Sheltering +24 at lvl. 19, run the heroic Storm Horn and Wheloon quests for other gear options, they are static endrewards. Skirmisher's Locket is a good source for Dodge, e.g.) and Golden Guile (Lords of Dust) frequently. Till lvl. 25 you should have found something useful so you can improve your character. Unlocked destinies kick in completely at lvl. 20 as well so even with those ML 20 low cost items you should be able to survive ehard reliably enough to do some specific item runs.
You will have to invest time either way.

Consider cannith challenge gear. Epic Mournlode Fullplate (even without being T3) is some of the best heavy armor you can get until things like Epic Necro4 armor. And it heals you. If you don't have a good cloak, an Epic Cloak of Flames would boost the damage output of your Consecration circle from Divine Crusader.
And yes, drop to a hard streak until you're properly geared, then come back and favor cleanup quests to reach your 5k and get your tome.

It sounds like you are newish to epics so you will have many ERs ahead of you. Best bet is to get to cap, ER & then TR unless you want to focus on endgame.
Since you will be running through epics often, I recommend a solid ML 20 gearset. I use this on my main & it worls pretty well. But you need to be able to craft insghtful shards.
I have some named items but nothing to hard to get—Cannith challenge gear etc. Then, just change up your weapons and ease up on the difficulty for legendary content unless in groups.

If u play melee main thing is do good damage have cc and self heal
I dont see great cc in your build so ee is not easy to go solo
I suggest
Executioner helm till lvl 28
Goggle with true sight insightfull seeker
Trinket carisma insigntfull cha dodge at 18 23
Amulet ravenloft wisdom amu
Armor ravenloft light armor
Belt rl for avenger set has blurry
Mantle rl for avenger set has ghostly
Gloves from eveningstar comm with 60 heal amp lvl from 20
Ring 1 prowness from lvl 17 till 28
Ring 2 const insight const cc craft at 13 18 23
Boot new lvl 21 boot with 30 speed
Bracer strebt insight strengt at 13 18 23
Weapon tf tier zero lvl 22
Medium shield from ravenloft
Farm ravenloft ????

update:
after farming the 3bc rares and EH 'prove your worth', every evening for the past week.
I have, not one, not two, but three! Iron mitts ( two from rare chests and one from EH 'prove your worth' all three in a single evening)
zero Orcish Privateer's Boots and zero Plundered Pirate Hat.
Ill keep farming. at least i will get enough trash loot to level up cannith crafting to 275 so i can do exceptionals
