Find me in Meridia

Since the new quest are favor of the 12 how can u get to Meridia before level 12 I do not think u can. Did the 4 level 6 quest on elite and reaper 2 each and got the mail From Valairea Satnarine Find me in Meridia can not get there at level 6 or 7, u have to be level 12 just to get into the Vail. Rod of teleport will not work.

The new quests are not in Meridia. Four of the questgivers are in the Twelve on the road towards Meridia. The White Plume Mountain quest is in the Hall of Heroes near Slave Lords and TOEE.

...why? The favor is the Twelve, the questgivers are in the Twelve.
