Falconry not free for VIP?

I just took a VIP subscription for the sole purpose of unlocking the new Falconry tree. Didn't get it. Thought it was a universal tree like Harper, free to VIPs?
If it's not, any chance that my VIP could be cancelled and my money refunded?

1495 ddo pts for a tree is ridiculous...what a dumb idea...

It's only available via the bundle of extras for 1495 DDO points at the moment.

It'll be offered on its own at some point and also unlockable via favor at some point.

At some point though...
