Accessing Dire Charge

My main is an epic completionist running in LD. I have maxed out all three martial destinies. I have PLs from all three (double strike, fort and skills), including two from double strike.

Reached level 29 and was expecting to be offered Dire Charge but it is not in the list. Is there some other pre-requisite?

Are you sure you've completely maxed out the xp in all 3 destinies? Stopping at 24 AP isn't enough.
