I would like to start my Melee Reaper Cleric based on a really great post, https://www.ddo.com/forums/showthread.php/497024-The-Call-to-Soundburst-(Paladin), with Cleric and Paladin splash.
Trying to understand how Charisma will effect Divine Grace, and Soundburst.
Should i add Strength Domain, Force of Personallity and Resilience?
Or is it more effective with Magic Domain for the Evocation DC?
Will i need extra Spell Pen too?
Will Reaper level make Radiant Servant useless to me?

That build relies heavily on past lives, gear, and cherry picking old quests to run on low reaper. That said,
Soundburst will be one of your Favored Soul spells, so it will use Charisma for spell DC as long as your charisma is higher than your wisdom.
Divine Grace uses your Charisma modifier, but only up to a cap based on the number of Paladin levels you take. With 3 paladin levels, it's a +11 bonus (or less, but you will want to keep your Charisma maxed out for this).
Cleric is there for Turn Undead, so you want Death Domain only.
You will want as much spell pen as you can get. The build you linked relies on +9 from past lives to land soundburst.
Radiant Servant is only for the Turn Undead enhancements, those work fine on Reaper if you get your numbers high enough.

And does Paladin Divine Grace actually give 2+3(20) total (WOW)?
I can up Spell Pen if i use +3 from Elven Tree and +3 from Divine Disciple.
Also can use a Scimatar or Falcion.

So Cleric soundburst is wisdom only. So you can dps off an offstat, like the caster version of the build linked in that build, or dps with limited wisdom weapons, like the ranger melee version of the build linked in that thread.
Divine Grace cap is 2+3xpaladin level, but you need enough charisma modifier to get it. 50 charisma in heroics at say level 18 is +20 charisma modifier, and by that point is +20 all saves, and the cap at that point is 38 and not reachable on that build at that time, so it is *only* +20 all saves.
