Hi.

Where do you go to craft your Vault of the Artificers items once you have the ingredients ?

In this case, I am talking about the Cannith Wind Bracers.

There is absolutely no information on wiki or anywhere as to what you are supposed to do once you have the mats for your item.

It's not crafting - it is an NPC trade-in. Various NPCs across House Cannith depending upon the level range of equipment to trade.

Use a teleporter to get to house cannith and run straight ahead when you get there. You will run into all the NPC traders.

But the phrase "These objects are then used to purchase and upgrade items from Challenge Traders" is rather vague, admittedly. Trade-in NPC's and their locations should def be added.
