Namely, Active Augments: "Your Flesh is Weak", "Your Will is Mine", etc. Each of them inflicts 1d8+2 stat damage -- does it work on red-names or orange-names?

Bosses are limited to 10 points of stat damage. So at best you can bring their Modifier to -5 of what it is.

Now on epic/legendary content there is a chance to not be effected (via Epic Ward) and they have an increased rate of recovery.

They also recover quite quickly and appear to remain immune for a short while after recovering.

The stat debuff is not noticeable in any meaningful way on bosses effectively neutering the usefulness of stat weapons on bosses.

The suck vs benefit ratio tipped too far when they nerfed debuffers.

Which leads us to why players no longer use stat debuffers... used to be great.. now.. meh.. get moar DPS instead.

Some stat damage I think scales with spell power. The druid contagion diseases I believe are light/alignment spell power. So you can helpless some things with some diseases, or more or less completely destroy a targeted save on a mob. However, very few people have the knowledge of monster stats to know what to use when and where, fewer people even know it works, and fewer yet actually need to debuff with it if they are advanced enough players to know it works.

Memory says you dex damage beholders, and con damage everything else before a FoD.

Why don't you try it yourself? You can get those as SLAs from from Soul Eater.

IMO the only use of debuffs against red named boss monsters these days is to hit them with Constitution damage and/or negative levels at the very start of combat. That will lower their maximum hitpoints and although they'll recover quickly they won't get the difference in HP back. After that it's all about the dps however.
Unless you count vulnerability as a debuff as well. If you can put that on a boss go ahead and do it everytime.
