The Epic Past Life stance Arcane Alacrity reduces your cooldowns on spells 3%/6%/10%. What does it work on?

Does it work on SLAs? Does it work on Epic Destiny abilities like Energy Burst/Master's Blitz/etc?

Trying to see whether I want my next 3 Epic PL to be Arcane or Divine.

General rule of thumb - if spell point discounts can be applied to it (via epic commoner levels, or gear such as pansophic) then the cooldown reduction should too.

None of the arcane alacrity feats or enhancements work with spell vials. Everyone please report this bug so they fix it. Because they re spells and should work but they don't.
And while they are at it they could allow the heal vial to be quickened
