I slotted a Filigree set that does electric damage. I forget the name of it. Like other similar sets it claims to do 4d6+1d6 per weapon level.
I put it into a level 21 item and it was my 1st time using such a set. After some testing all I kept getting was 24-36 dmg. So I did the math.
4d6 is 4 minumum and 24 max. 1d6 times 21 is 21 min and 126 max. The total should be 25 min and 150 max. Either way it's **** damage. But it certainly isn't producing what it should. I think that will be the last time I use Filigrees that give dice damage bonus. My level 5 chrono gauntlets do better than that.

Are you sure it says weapon level?
I can't check in game but the wiki says that it's per character epic level. so 0-10 * 1d6 depending on what epic level you are.

It appears the bonus damage is based on per character epic level. So at 21 you only have 1 Epic Level, and at 30 you would have 10 Epic Levels

Yes. Minimum character level. I was wrong on that but the level is still the same. 21

Wait. my whole concept is wrong. 1d6 per charcter level.

I think you figured it out, but just in case it's not per character level. It's per epic character level. So a L21 character has 1 [one] epic level.
So at L20 you have 0 epic levels, which = 4d6.
L21 you have 1 epic level, so 5d6.
Etc on to L30 which is 10 epic levels or 14d6.

I used the Long Shadow 3pc on a Phiarlan Spy Dagger for an alt and even though I was aware of the dice/epic level mechanic I still came to the same conclusion.
These should have scaled better, had better dice, stacked with other filigree damage on melee hit, and or procced a much greater effect on crit as well.
HOWEVER, it does add a *teeny* lil bit of damage...even if it is **** damage.
A little bit of **** damage added to your main damage is better than a little bit of **** in your picnic basket.
