Love them or hate them, there's not disagreeing that champions add both quest diversity, as well as, difficulty.
Reaper was advertised as a challenge difficulty (granted its failed to hit the mark most of the players it was aimed at have in mind): there's no good reason for champions to not be introduced into raids. Champions do a lot of things but one of the things they do well is make it so your optimal gameplay is varied by the RNG champion spawns.
I'd also, personally, like reapers to be outfitted with a random champion crown (full stacked- tier 3) as well. Reapers are too weak in endgame high skull.
