Hi. Do +3 Arrows stack with an enhanced +3 bow, thereby giving
+6 to hit/damage, or do they not stack together ?

No. It's whatever is higher. In your case, you get +3. If you had a +5 bow and +2 arrows, you would just get +5. If you had a +2 bow and +5 arrows, you would just get +5.

Bows and Ammo have what I think of more as a complementary stacking approach

First the Bonus like +2, +3 and +6 aspect do not stack. IE a +2 Bow plus a +1 Arrow is not +3. Instead it is the highest of the bonuses between the two.

Second is the secondary effects, be it bonus damage like an Element, slayer effect/On Vorpal etc. they are Additive, they don't stack in the traditional way; 1d6 Fire from bow plus 1d6 Fire from arrow isn't 2d6 per se, but instead 1d6 + 1d6 (seen in combat logs on how it applies damage resistance to each). Each On Vorpal or Save effect is handled separately.
