Yet the shop opens and nothing is there? wat.
I hate this whole pack buying thing. I honestly wish all content was available to everyone even though I sub. Even if I buy this I will be lucky to play it even once. No one plays packs except for Vale. Please consider rethinking the DDO shop. locking out players from content just stops people from bothering with it.

If you are VIP you have access to all content packs.
What you do not have access to are any of the three expansion packs, those we all have to buy if we want to play them.

Expansions and Adventure Packs are not considered the same thing. VIP get access to all adventure packs for free. Expansions however must be purchased by everyone regardless of status.
DDO's Expansion Packs are: Menace of the Underdark, Shadowfell Conspiracy, and Mists of Ravenloft.
If you are VIP and are being locked out of non-expansion content, that is a bug and you should contact CS or QA at SSG to get that resolved.
If you have purchased the above expansions and are still locked out, that is a bug and you should contact CS or QA at SSG to get that resolved.
If you have not purchased the above expansions but want to, yet they are not appearing in the DDO store, that is a bug and you should CS or QA at SSG to get that resolved.
VIP should have access to all normal (non-expansion) Adventure packs, but must still purchase Expansions.
I know for a while Menace of the Underdark and Shadowfell Conspiracy had known issues with the DDO store and could only be purchased via the DDO Market. I thought that was resolved. However, sometimes there can still be issues if you (general you, not saying you specifically did or did not do anything specific) purchased a part of the expansion but not the whole thing (such as Iconic races or Epic Destinies, but not the entire expansion's content), resulting in the rest vanishing from the store. I thought this was fixed, but if that is happening, you should contact CS or QA at SSG to get that resolved.

The interface could really use some improvement. It would be good for the quest giver to tell you
1) Which adventure pack/expansion the quest belongs to
B) is the adventure pack/expansion available in the DDO store or do you have to buy it from the Marketplace?
iii) is it something that's included in VIP or do VIP have to pay extra for it

Motu and shadowfell are in the marketplace, iirc there was some talk about getting them in the in game store but...

That depends, do you already own MoTU (kingsforest and demonweb) and shadowfell (wheloon, thunderhelme)? If so then it seed sounds like it's displaying correctly. What are you trying to buy?

If they made two packs worth of content then just sell two packs worth of content.
The first MMOs started to see massive attrition when others came out which used the B2P model. The one which experienced the most success defying this, was WOW, but that is an outlier and does not disprove the general trend. Even so, WOW still hemorrhaged a significant number of subscriptions when other more consumer friendly monetizing models were put into play.
