In your first screenshot, the number being reduced can't be your main weapon damage, it's just too small. Considering you are dealing up to 84 chaotic damage on a hit, with the max from the feat being 2d20 (scaled to ranged power), that means that your ranged power multiplied by the reaper penalty ends up at doing 2.1 times base damage. This makes the BARE MINIMUM front number damage of your spite, assuming no deadly enchantments, no past lives, no buffs, and nothing not seen in your weapon screenshot (7.25[1d2+3]+17+33)*2.1 for 165 damage. Every strike that's reduced? The highest does 87.

This is further supported when your combat log shows an unreduced hit of 228 pierce damage. I suspect that the glass shards is what is being reduced by the damage reduction.

As for your second "clean" screenshot? It is way too clean for only your front number damage to be shown in the combat log on that many monsters. You have enough procs shown in the first screenshot that deal enough damage that even in reaper 10 (92% reduction in damage dealt) you should be able to tickle the target with their damage most of the time. But with at least 10 separate hits, I don't see a single proc activate. This makes me think that what is being reduced in the "clean" screenshot is the only thing that will keep hitting: the dot proc.
