Ranged Attack Speed

According to the character sheet, the Haste spell increases ranged attack speed to 15% and the Blinding Speed feat increases ranged attack speed to 22%. From what I understand, at one point, ranged attack speed was 2/3 of melee attack speed due to the animations so ranged attack speed was bumped up to compensate. If the animation speed was fixed and Haste adjusted back to 15%, as would seem to be the case, is Blinding Speed actually 7% faster or is the stat a misleading remnant of the old work-around? Thanks.

Blinding Speed does 22%.
