Seeing as Quick draw no longer reduces the cooldown on swapping weapon there is no reason to have the feat on caster gloves.
other option is to replace it with Lesser Maximize clicky even if it mean the gloves become exclusive.

When did this happen? Is it a bug or done purposefully? Does it still reduce wait time after bitting action boost? Sounds messed up if they did it on purpose.

It was done in the patch last week (not this most recent one) to fix an exploit. Don't know about the action boost bit, I think it only applies to items. I don't think they actually changed how quick draw works, only how switching items works (which, consequentially, significantly reduces the value of quick draw).

The better idea would be to completely redesign the item so that maybe even just 2 of the effects are useful, and not have it exist simply because you must wear it to reach the 3 item requirement for the set bonus.
Just a terrible item. And there are other terrible items in the pack, but none which really must be worn. I also like how the Charisma item which Locks, Sorcs, Bards and many FVS would like are gloves as well, but typed to a different set bonus - one which only really melee Bards would need.
So much thought must have gone in to the itemisations and set bonuses...

The Lesser Displacement on the heroic Blurfingered Gloves make it actually a very powerful item for non-casters who don't have access to other sources of concealment. Since it's a passive 25%, it is stronger than a blur clickie and stronger than other passive items at level 10. I use it on my artificer that doesn't really benefit from the set bonus (partly because I haven't completed it) or the other benefits (non-caster, though I suppose I get the -9% hate generation on rune arm shots), but it increased my durability significantly. Quick Draw is icing on the cake for an already incredibly powerful (on heroic) item, though now it's not very good icing. The legendary version is, relatively, much less valuable, because at that level concealment bonuses on loot are more common (and GS displacement clickies are a thing), but not the end of the world either.

Memoirs has a necklace with Lesser Displace and Wizardry, which leaves the Gloves slot open for items which are probably far better for you.
