Rather than reinvent the wheel, I'll point you at the pure rogue Mechanic build (https://www.ddo.com/forums/showthread.php/486677-Philanthro-20-rogue-mechanic-xbow?p=6059226&viewfull=1#post6059226) I recently posted. Human instead of gnome for the extra feat; adjust stats according to what DEX tome you have. Extra racial APs are helpful but not essential; everything from the human tree can be dropped (albeit with a DPS loss of course).

I would definitely move Rapid Reload and Rapid Shot into the early levels. I can't possibly overstate how big a difference they make for your attack speed. Not having them is like using a front-loading musket, having them is like a SMG.
