Level limit for quests

I've tried to enter 'Brothers of the forge' R1 on my lvl 20 toon, but, it was refused by dungeon.

Is there any reason for this limit?

By huge power creep, this toon could even do ravenloft reaper dungeons on lvl 20 with no problems,
but, why not other old ones?

Unlike other epic quests, this quest has a minimum level requirement (level 24).
