How about it?
Cast a fireball from a ledge, then Jump off with Feather Fall, all the while casting Magic Missiles?
Or, when being rushed from a distance, Lightning Storm the crowd, then with a very, very high Jump rating and a Feather Fall ring, Jump up and during the jump or decent, cast another attack while above the reach of the aggro's attack?

Yes, you can do all of those things. Jumping while casting is as old as the game itself as a way of avoiding the runspeed slowdown while casting without having to take a feat to do it.
As long as you're not knocked down, turned to stone, feared, held, or otherwise significantly incapacitated, you can cast any spell.

To add: in DDO activating abilities(any, not just casting) does not prevent moving. Or the other way around. Move, swing sticks, shoot arrows, cast spells. It may slow you, but doesnt root you.
Its DDOs special perk.
P.S.:
Jump is capped at 40. You can jump high, but not as high as Hulk. Jump good, but not I-win-button.

You can.
I suggest you turn off auto targeting first, or you will often-enough-to-be-aggravating get a 'you are not facing' error message, put your spell on cooldown, lose your sp and cast nothing.

Now, I'm going to have to decide whether Maicirc the L-1 Rogue Volant Elf will pursue a life Sorceric (big, quick spells) or Swashbulkerian (wizard with the sword)!
