Double Daggers, according to the Wiki, doesnt add Offhand Doublestrike, it adds +20% chance to make offhand attacks taking a character with GTWF to 100% chance to make offhand attacks.

I would imagine this does not stack with the similar bonuses in the Tempest core abilities.

Looked into this earlier for the same reason, but the offhand attacks don't have any benefit beyond 100%. Even if you somehow pumped it up to 500% chance, it's still only 2 hits before taking doubleshot/offhand doubleshot into account.

It stacks, but not benefit beyond 100% so doesn't do anything. Lets other people get 100% offhand chance with knives, but on a tempest that particular enhancement is meh.

Correct: unlike Doubleshot, the melee bonuses do not "wrap around;" once you hit 100% doublestrike / offhand proc / offhand doublestrike, anything above that goes to waste. Although I don't think 100% offhand DS is possible yet; highest AFAIK is Tempest capstone (25%) + PTWF (10%) + VKF Knife Specialist (5%) + VKF Celerity (5%) + Scourge PL x3 (6%). Unless there's any gear with offhand DS now?

Vistani knife specialist (core3) and celerity give 5% offhand doublestrike each too, so you could add that too your 41% and reach a nice 51% ;)
