Stone of change and Cannith crafting

Does the Stone of change not work on CC items? Or am I doing something wrong? Trying to craft an alchemical ritual onto my plate for that extra ac and I cannot bind it or craft it directly. Anyone know?

Use 400 khyber dragonshards to bind it. The ML-based dragonshard cost has been bugged for many years; every item costs the max 400.
