Sorry, I'm a relatively new player and this might be a dumb question; I have no idea.
I'm really liking that say.. the Deep Gnome has 15 levels of Wizard already collected up when you create them. However, I'm not keen on the Deep Gnome race (or at least, not as much as I am the Dragonborn race)
Would there be a way to reincarnate my Deep Gnome wizard, into a Dragonborn wizard somehow? For the 15 levels of wizard but not having to look so..... derpy?

Not a dumb question, reincarnation in DDO takes some getting used to.
In your case, yes you can reincarnate your deep gnome into a dragonborn, so long as you have that race purchased from the store, or are a VIP.
First step is to level to 30.
Second step is to get an Iconic True Heart of Wood. You can get this with 42 heart seeds (which you get by completing quests at level 30) or 4200 commendations of valor (which are offered as a reward for all epic quests) or by buying one from the store. Make sure it says "Iconic" in its name, as there are other types of hearts.
Third, go to the lifeshaper in the Hall of Heroes and follow its dialogue,
Note, this will make you start over at level 1.
If you are at level 15 and just want to play a dragonborn, you might want to roll up a new character.

If you are asking if you can change race during a Lesser Reincarnation (http://ddowiki.com/page/Lesser_Reincarnation) (which lets you keep your current level), the answer is no. If you're asking if you can ITR (http://ddowiki.com/page/Iconic_True_Reincarnation) a DG into a DB, the answer is yes - but you will start over at lvl 1 again. Since there is no Iconic Dragonborn option, the only way to skip ahead level-wise on a DB is the 2M XP stone from a heroic Otto's Box (http://ddowiki.com/page/Item:Heroic_Otto%27s_Irresistible_Box). [Or eat a ton of XP stones from Daily Dice rolls.] Unless you're talking a first-lifer, in which case Veteran status (http://ddowiki.com/page/Veteran_Status) would apply if you have it unlocked.
