Ladies and gentlemen, in the latest DDOCast 481, Severlin shared that Sentient Weapons are back on track and being worked on for the Ravenloft expansion.
It is time to pool our latent power, use that 90% of mental grey matter that normally sits idle for these special moments to come up with some voices we want to hear.
Give me a type of character or persons voice and maybe a 'tone'.
I'll start things off with an 'irreverent' Gilbert Gottfried:

Give me Minsc (and Boo)! (I like to think he thinks you (the character) is Boo now)

edit: I do like the alternate version of the second quote in the clip: "Ah, we are all heroes: you, and boo, and I... and the sandwich! haha!"

Goddam Minsc would be awesome in sentient weapon form. I keep Minsc in my Baldurs Gate group JUST for the awesome quotes.
"Magic is impressive, but now Minsc leads! Swords for everyone!!"
"Baatkeeking for gooodness!!"

I used to give Minsc Lilarcor and that made him even crazier:

This is how a Sentient weapon should speak!
Since we are talking about voices, I would like to see that guy who voices Night Revels quests (and Good Intentions) in Ravenloft quests too. He is an ideal voice for spooky undead themed quests.

Talbron Tew's voice would also work
Someone already mentioned Malicia's
from outside DDO--
1) Kenneth Branaugh from Henry 5th
2) Either King Arthur or Merlin from Excalibur film (can't recall actor names)
3) some ultra heavy male Scottish accent
4) Jessica Rabbit
5) Wallace of Wallace & Grommit

I think that whispery voice Priestess Ionna uses in The Claw of Vulkoor sounds about right. Not audibly intrusive & has a pleasant tone.
Not really knowing what they're going for with these things, a few other ideas:
• If they're going to have Alignments, Personalities or some other such, differing voices for appropriate Alignment/Personality of a Sentient Weapon would be cool.
•• The Barbarian's Sentient Great Axe could be blood thirsty and aggressive, while the Necromancer's Sentient {Dagger?} could be devious & calculating.
Vin Diesel can't be the only famous D&Der. This could be a nifty opportunity to get some "guest stars" voicing into the game. Sure, some of them could be cost-prohibitive - but ya never know when the voice equivalent of "James Bond as a Storm Trooper" might be waiting to happen ;)

Oh! And here I thought you were going to suggest something inappropriate..... :p
Whatever you do, don't use the kobold voices. Please.

I'd take a light mace that talked like Fran Drescher if it was for a new weapon system that wasn't going to be limited to cap, excluding most of the game's content and the many players who don't stick long at cap

Some of these are really funny and Minsc is an obvious shoe in but no ... No no no no no no no.

I do not want my sentient weapon yammering at me all the time, unless it has it own volume slider and ability to shut if off then fine let the darn thing talk.
People were annoyed so much by the runearm charge sound they took it away, and I will give you the first time your weapon tells you to "go for the eyes" or cheers on you "buttkicking for goodness" it would be hilarious and awesome but think that through. The 700th time you hear if from one of the 6 people, or worse 12 people, in that boss end fight well it's safe to say that these things constantly yammering off is going to get REALLY old REALLY quick .... *uggh*
The truth is that if you leave all the sound on in this game as it is you can't really hear much of what is going on much less being said by your group. It's not unusual for players to turn most of these down if not off, Heck I didn't realize Cordo voiced the Tower of Frost until I read it here and turned on sound to listen to it, same for wheaton's little scrolls. I basically set music to about 5%, Sound effects around 7% and DM narration (now) at 3% and UI at 10% with my voice set to 100%. Even then it can get a little noisy when playing the game that you miss things that other players are telling you.
So sure, if I can mute it or it has it's own individual slider then let's do it (and add the same for Rune Arm charge sounds). At that point then we can get Hulk Hogan working on doing up his voice options as well. But if it's a standard "Sound Effect" then toss it in the bin.
If it's going to be lumped in with another sound effect option then I will either turn them off or simply not use (or group with) sentient weapons.

So Hulk Hogan is the voice you'd like to hear? Could work!
I agree with a mute or slider, I'm sure it's on the devs minds. Heck, spider pets walking or the sound the mail box makes verge on 'griefing' for some players so a whole bunch of screaming weapons could be a nightmare scenario for some.
I think some tongue in cheek DDO hilarity is very called for with the voices, maybe a 'flower sniffer' weapon "Ooh, look at those boxes!", "Hey, there's a collectible over there!" or "Stop running so fast or I'm leaving!"
Maybe a dainty weapon voice that doesn't want to fight "No, no, no! No fighting please!" "Eew, I hate blood", "Hjeal Meh!"

Pay John Cleese whatever he wants, WHATEVER he wants to voice that and I promise it's one voice I wouldn't turn off ever. Hell if we can spring it toss in some Monty Python quotes and CHA-CHING gold mine!!!

Some good points there.
I'd definitely hope that a given Sentient would only talk to it's wielder, and not the whole group.
It'd be great if they included either a sepperate audio slider or a UI "mute Sentient" option.
Another vote for voice actor: John Kassir. Anything voiced as the Crypt Keeper is a /win :) Or just get him for part of Ravenloft. If I stepped foot into Ravenloft's public area (/equivalent) and heard "Hello kiddies!" I'd **** myself with glee ^^

no voice, just floating text (in whatever non used colour), only wielder can read it
that way whoever wants to imagine the voice is minsc, a kobold or a 2000 year old bronze dragon stuck in a sword, can freely imagine it, for me it's the clearly winner for 2 reasons
- the voice u want to hear, doesn't mean i would like it (for that reason i have sound off)
- the money spent in that duty can be used in things everybody would like to see, mostly quality of life fixes, recoding that spaghetti code, or even merging servers, whatever would benefit more players than then tiny % of player base we could have here

Some fair points, though any "floaty text" option would also need to be disable-able. Lots on the screen already, don't need it to end up like the Russian girl's subtitles in Hardcore Henry ;)

And this is a reason why I think it may be a bad idea to implement Sentient weapons at all.
Axel pointed out another reason in his video (https://www.youtube.com/watch?v=k2CWCyXa_Lc) about it, it was about Sentient wepons being extremely rare specimens that you encounter, maybe one in whole adventure time (like you encounter Lilarcor in Baldur's Gate 2), and one for all players, not one for each player separately.
They are, lore-wise, not something that every adventurer can have. So it is somewhat lore-breaking to have a system of mass-producing sentient weapons.
Another problem is how will it benefit caster classes that use "weapons" just for spellpower (caster sticks). Are wizards going to get sentient scepters and staves? Will orbs and shields be sentient too?
If they do how will they fix the problem of having a sword voice speaking about "slashing enemies" on a staff or scepter?
Basically the whole system doesn't look like it would benefit casters much. And making it work for them requires lot of work on details.
And if you need to put a lot of work for a questionable benefit, then you feel like the time could have been better spent.
I know that players need something to keep them at endgame levels, and that is why I don't mind it being implemented if it is just for endgame. But I think that there could be a more universal system to keep players entertained at endgame.

I would like if sentient weapons react when they take item damage. Possibly ranging from a minor grunt to a loud "OUCH!" depending on how worn the weapon is in total.

It is time to pool our latent power, use that 90% of mental grey matter that normally sits idle for these special moments to come up with some voices we want to hear.
I don't have any specific voices to suggest, I just want it on record that if sentient weapons are going to speak, they need to speak very infrequently.
U36 gave us a new public area. And in that public area is an NPC who will not shut up. They need to at least triple the time between any of his pronouncements. Or quadruple the amount of different things he can select to say, so at least it isn't the same very few things over and over again. Or allow the players to kill him. Or knock him out as was done with Coyle. If sentient weapons speak as annoyingly often as this guy I will be pouring molten lead into their inanimate little mouths to shut them up.

Bwahaha, yeah that Dwarf barking orders. I kind of like it but again I could see people put off by it.
I imagine they are going to use an enhancement tree mechanism for sentient weapons with abilities that trigger with a certain amount of play. In my experience there are many different types of sentient weapons out there, some that talk telepathically to a certain listener and others that speak out to everyone. They encountered a sentient weapon that spoke telepathically in one of the recent Acquisitions Incorporated play sessions at Pax East.
Go to the 2:24:58 point of the video:
https://www.youtube.com/watch?v=VvhSNadJalU
You are kind of building a bond with a sentient weapon through experience and the 'level' of voice could be a part of that so maybe messages in garbled text could start things out, then legible text, then an audible voice as you move up the tree. In that way only the super dedicated would have a weapon that could speak publicly. If they made that experience gain like they do with the reaper wings they could build in the extreme rarity of the sentient weapon public voice. Anyway the devs approach it, I'm sure a 'Sentient Weapon Mute' as an option in the UI would be highly desired by some.
Soooo, talking about voices that you want to hear, a dwarven hammer that spoke like a dwarf (ie Scottish accent!) would be quite popular I figure. Monty Python would be awesome... 'I'm not dead yet!!' Another funny one would be just a grunt with each swing like in tennis:
