Epic Leaves of the Forest

All the epic versions (EN, EH, EE) of Leaves of the Forest appear to have lost the basic fortification 100% effect as well as a secondary insightful ability effect. Is this a bug or is this supposed to be the new version?

The item is bugged for ages... they said we could be able to fix it at the Stone of Change I believe but it's still not working as far as I know. The Epic Elite one should have Insightful Con stat as well.
