I think the concept is that the reincarnate at level 20 options (racial and class) use tokens of the 12 and the reincarnate at level 30 options (iconic and epic) use heart seeds/comms of valor.

Whens the last time they even released a pack that would drop frags or tokens

have to agree here. more quests that drop fragments/tokens of the twelve would be good.

or let the heart seeds get them too
