There is another thing the Devs could do and it would unfortunately step on VIPs toes so coming up with another bonus to replace it would help too but...Allow anyone to open Elite 1st time - Stop punishing new players by forcing them to either solo or to have to join existing Reaper groups because there aren't enough elite groups anymore!

If that's too out there then maybe just changing it from 1st life normal, 2nd life hard, 3rd life+ elite TO 1st life hard, 2nd life+ elite would be a possible compromise.
