How can I play Stormhorns and Wheeloon quests?

So, I can't buy the Stormhorn or Wheeloon packs in the DDO store. How do I to get those quests? Even when I click on the entrance to Wheeloon prison and it takes me to the DDO store, there are no options to actually get the packs.

This may be a dumb followup question, but is there a way to buy the code with Turbine Points? I'm guessing no, but I really don't want to give Turbine more money for Shadowfell. I don't mind giving my TP, but the idea of giving them cash for Shadowfell just offends me.

Cash for Underdark is one thing, but cash for Shadowfell is... different.

However, you can wait till they go on deep discount around the Holidays. I have posted screenshots on the forums of when they go on sale in the past.

Also there is a rightous points deal with one of the packs that is better than in-game double points. 11k points.
