When a warlock dual wields without the feat or weapon proficiencies, does it effect the blasts? (ie, does the warlock get negatives to land the blasts, etc.)

Nope. Just a negative if you turn Blast off and try to melee with them.
(or at least I think that's how it works)

That's how it works.

Melee cuts your DPS by a huge percentage if you try to do it instead of blasting. I'd say 50% is a conservative estimate.

The exceptions are when your blasts damage type can heal or does no damage but your Aura (light damage) does. At this point swinging a weapon for physical damage may give you more DPS overall. This is situational but if you are using just Force damage and not evil there are mobs that are immune. If you are Fey and the mob has high reflex and evasion is another. It is more a matter of what weapons you are using as well as what mobs you are fighting.

Just be flexible. But generally I agree if you are specked to use blasts then swinging a weapon when none of the above applies will reduce your damage output.
