I was playing and talking to a friend when the topic of dragonborn came up. He said there will be some sort of TR lock out of 2 months, and something you need to buy to TR them with. I figured I would come here to see if I can get further clarification.
(Also, to the Devs, I read the updated with races that are coming with dragonborn, new content, and now racial PLs, and these are all excellent updates, which improve the game and help to balance some of the races better, so thank you)

Not sure where your friend heard this rumor from but they are incorrect. Anyone who has access to dragonborn will be able to reincarnate into them exactly the same ways they can with any other race. =]

Don't 100% believe anything unless it comes directly from a dev's mouth, and even then there's a disclaimer that things are subject to change.

Probably thinking about when a new class is released, there's usually a lockout to use +X Hearts to instantly LR into said class.

several new classes had this restriction since i started playing, at least one was restricted to being "only used on new first life characters for now" iirc , so is plenty of reasons to beleave that may happen again even if not directly said to begin with, always better to plan for the worst and hope for the best
There was such a thing in the past but they didn't continue it with any of the last couple races or classes so I don't see it happening

There is probably no reason to do this with races...since you can't LR and change races.
I can see keeping this in effect for any new classes.

Also they wouldn't gain anything by by releasing a new race and then putting a lock out on it
