I read it as:

You missed the part earlier in the week where one SSG post stated +1 skill point and another SSG post stated +2. SSG doing their best to confuse us.

They changed the release notes since Roland_D'Arabel posted. The original release notes had +2 skill points.
There was a similar confusion with the Lamannia release notes, where they said +2 skill points initially, then went back and corrected the text.

A little bummed that the Heroic and Epic Snowball is having it's damage changed to Strength. It's a missed opportunity to have an unusual damage mod on a Dart (or a throwing weapon in general.) Might have encourage people to run the quest more, to get a unique item.

everyone will start with zero racial past lives after the update. It is a new heart and process for racial reincarnation, so no one has any yet.

Can we assume that animation glitches with the dragonborn have all (or as close to as possible) been resolved? Not that you guys aren't under Turbine, you have the luxury of taking your time with things, right?

If you have ground out all 10 extra racial APs, do you start with them all at L1 on a new TR or do they filter in at various levels (like a +6 tome will give you +1 at L3, +2 at L7, ... until at L23 you get the full +6)?

AP gained form Racial Reincarnation is effective at level 1 (after character creation).
Skill increases are effective at level 1.
Stat increases are effective at level 1, but see below for more information.
Stat increase does not:
grant additional skill points.
qualify your character for stat requirements for feats when leveling.
Stat increase does:
Increase spell/hit point pools.
DCs
everything else that increased state would effect... I don't feel like writing them all.
Cardo said it somewhere, but I can't find it ATM. Mostly due to not looking.

Its nice that you bring new features like Race Reincarnation.
As "new" player, I do not have competitionist even yet. For me, RR is something what is useful sometimes after 2020.
Most likely I will quit before even reaching it.
After reading those lamannia devposts, I wonder why you did not bring TR+RR combination even to DDO store only item.
I would have bought those.

I think we can assume they didn't rush it...because they were originally calling for it to come out end of February.
Maybe this is a sign that they have more direct control of release schedule now that they are independent of WB.

Halfling: Still average. Lowering useless abilities, don’t made then useful.
Half-Orc: Good improvements
Half-Elf: Still most of Dilettantes are useless
Shadar-kai: I have no opinion, but I heard that it is ok-ish
Warforged: Good new ability, especially for RR completionist.
Overall: Human is still the best, Half-Orc could be good for Barbarian, and all Warforged will be happy.
Rest are still flavor.
What you should consider:
Drow: Change bonus SR from Static (+2 per rank) to percent (+15% per rank)
Dwarf: Change bonus HP on Cores from Static (+10HP per rank) to percent (+2-3% per rank)

Elf: Still uselessAgree Grace could be fluffed a little. I can't remember it's complete description as I haven't used it in years. Maybe like 5% double strike and doubleshot, or 10% double strike and 5% dodge bypass. It is far up that tree. +4 hit/damage, unless at 1 AP a tier, is no longer good
Halfling: Still average. Lowering useless abilities, don’t made then useful. Thought I read they didn't touch it. Though multiplier at tier 4 for ranged weapons would be nice, or double threat range, or some ranged power with that SA die.

Rest are still flavor. Barb will only be good when race AP are earned for the horc. No room to give up 37 from ravager or 41 from FB. I am not sure human are best unless you are feat restricted, like TWF Barbarian or something like that. Single ABs made them all flavor vs bosses.
What you should consider:
Drow: Change bonus SR from Static (+2 per rank) to percent (+15% per rank) Have to be careful using a percentage in some cases, or just go ahead and make them immune to dancing and hold.
Dwarf: Change bonus HP on Cores from Static (+10HP per rank) to percent (+2-3% per rank) Could do an ability in those ranks, like (Core 1) +2 Con when hit for seconds and double it in core 3 to 4 and to 6 at core 5. Similar to that druid spell or Harry Cookie, but only Con portion

Well they do sell Otto's Boxes in the store, which contain an XP stone that gives you 2 million XP + bonuses (can end up being well over 3 million XP if you combine it with a Sovereign XP Elixir, also available in the store). This is enough XP to take you from 1 to 20 instantly on a first or second life character, or roughly to level 18 on a third+ life character. With these Boxes you can rack up heroic and racial past lives very quickly.

My understanding is that if you play a wf arty and hit level 20, you can TR with either a wf past life OR an arty part life, but not both (unless you go back up to level 20 again on the net life).

Correct. It depends on which Heart you use. You can either True Reincarnate or Racial Reincarnate.

In the notes it says that "outdated" (broken?) versions of Firebreak, WoW, and CoN can be fixed in the Stone of Change, but what about broken versions of Leaves of the Forest?

There was some question/suggestion on Lammania about what was going to happen with Iconic characters who use a Heroic Heart of Blood. Someone suggested, for example, that a l.30 Morninglord/Sun Elf who uses Heroic Heart of Blood would get an Elf racial past life benefit but not the other past life bonus' associated with eating an Iconic True Heart of Wood. This was also suggested to apply to the other Iconic characters with their associated races. I was wondering if this had indeed been implemented or not.

I agree with your points but not your suggestions. I think in general; rather than spending 'more' time on what felt like an arguably weak pass across the board. They should simply add the racial class tree for everyone save human. Or give two thematic racial trees that fit; Half-orc with Ravager or Season's Herald, Drow with Assassin or Angel of Vengeance, so on and so forth. This would give each race an unique ability to broaden character builds and create some synergies that normally couldn't exist.
Ultimately to me it feels for the extended time they pushed back U35, most likely to help tweak the racial enhancement changes and to finish dragonborn. It just didn't really pan out. The changes really only helped Half-Orc and Drow to an extent, but even then those changes shunt those races into exclusive roles of melee and charisma caster respectively. With the +10 racial AP half-elf and elf become more viable AA splash builds because it only costs you 4AP to reach AA now, if the other races were given similar treatment to reach their own trees then you would increase the chances of people playing non-human/elf post running the full racial TR train.
