Claims with 1 point invested to dispel a single *beneficial* effect from an enemy, but consistently dispels the fear from terror arrows. Surely this isn't WAI

It will also dispel paralyzing arrows

I never put dispel into my CC archers

It can remove Displacement+FoM from many mobs, it's a useful tool overall if used correctly.

It's a shame that the "dispel beneficial effects" part of it isn't working right, so i only ever throw 1 tier in there and use it purely situationally rather than part of the regular attack rotation for the extra +W - but it's great to have.

Precisely, the word "beneficial" insinuates that only beneficial or "buffs" are dispelled, and not detrimental or "debuffs" leading the reader to conclude that it will not dispel his or her harmful effects.

Well, I guess you do not like removing freedom of movement from mobs either which, it happens, makes paralyze arrows useless. So, I would suggest 1 level (2 points) into it and use properly.
