Do the Metamagic feats "Empower" and "Maximize" increase a players spell-power as shown on the character screen or does this function only on a spell-by-spell basis?

I ask as the Arcane Archers Elemental imbue is "boosted" via spell-power and thus being able to toggle on an extra 75 to 150 universal spell-power would be very sweet.

The latter, because not every spell or SLA is affected by every metamagic; hence why toggling metamagics doesn't change the Spellpower listed on your character sheet. You can consult the DDO wiki, of course, but the easiest way to tell in-game: map a spell / SLA to a toolbar and right-click it; it will list which metamagic feats that you currently have work with it and let you toggle them on or off.

Unfortunately, metamagics don't apply to AA imbues. Other "magic-y" abilities not affected by metamagics include Spiritual Retribution, Ameliorating Strike, Consecration+Sacred Ground, EK Spellsword imbues.

Elemental arrows are toggled effects and toggles aren't affected by metamagics.

If you right-click on the hotbar icon for a spell/ability/attack, it will show you a list of the metamagic feats that you posses that will work on it. If right-clicking on the thing does nothing, then it cannot be affected by meta-magics. If it brings up a box that says "No Available Metamagics", then the spell/ability/attack can be affected by metamagics, but you don't posses any of the metamagic feats that are able to affect the spell/ability/attack.
