I have completed every objective of the quest except inform the commander of success. Please help.

EDIT: found him, nvm.

EDIT: glad you found him. :)
If you didn't know, there is also an optional objective there at the ramp in the back.

He should be across the bridge, standing to the left of the guy you give the stolen supplies to.

Just look at that map. Its about as big as the High Road, is quite varied, has optionals all over the place... great location design, although it could do with a fast transport option at one end of the horseshoe and back, to be perfectly honest. Its one of the original quests the game had when it was level cap 10 I think, and still one of the best quests in the game - I'm not sure (trying to remember if any of the runes can be switched without killing their accompanying mobs) but I think it can even be 100% stealthed until the very end.

We don't have an epic version of this quest why?

As Dunklezhan said, this would make an awesome epic quest. I'd make it a raid like legendary tempest spine.

You have to kill the two mephits that spawn for the pillar to count as lighted.

Boy, I remember running this back in the day as a total newbie to the game. Everyone would run just slightly faster then me, pulling away eventually. I didn't have a mic, my typing pleas to wait- ignored, a hearty welcome to the PUG scene.

As I advise every new player I meet, get 3x Anger's Step (http://ddowiki.com/page/Item:Anger%27s_Step) for 30 minutes of runspeed essentially free.

I would LOVE an epic version of this, or an epic raid. It's one of my favorite quests to run, TBH.
Maybe add a little more color though, it's rather monochrome.
