That might mean his last activity was within the Players' Council forums, since those are exempted from the Dev Tracker.

Last activity doesn't necessarily mean he posted anything of course, it just means he logged into the forums. Maybe just to read some posts, or maybe he's posting in a forum most of us don't have access to.
