I saw some posts on this recently and none seemed conclusive so I thought I'd do some testing.
I augmented an Axe of Adaxus with two augments, a meteoric star ruby and a ruby eye of the glacier and swung it at the dummy, counting the procs.
(I counted # of click swings(S) and added my 21% doublestrike (.21xS) to come up with my approximation of number of swings. I didn't count them in the log.)
I got the following:
454 swings = 6 procs meteor and 9 procs glacier
439 swings = 11 procs meteor and 5 procs glacier
This is a total of 1.9% meteor and 1.56% glacier
I swung with a meteoric star ruby and a ruby eye of the inferno and came up with:
439 swings = 11 procs meteor and 5 procs inferno
This is a total of 2.5% meteor and 1.13% inferno
I then used one with 2x meteoric star rubies for:
478 swings = 7 procs meteor
This is equal to 1.46% meteor proc rate.
So with a Meteoric + Ruby Eye the total percentage chance of getting any AOE to proc turned out to be 3.26%
Whereas with 2x Meteoric, that percentage was the above mentioned 1.46%
I know some would probably like to see a lot more swings to come up with more specific numbers over a large sample size, but this was enough to convince me that like Meteorics do not stack when on the same weapon.
I then wanted to test to see if Meteoric would proc on both weapons while TWFing. I equipped two axes, one with meteoric + inferno (main hand) and one with meteoric + glacier (off hand.) Using this setup, if both weapons proc you would expect the meteoric procs to be similar in number to the summation of the inferno and glacier procs. After knocking the dummy down 26 times I got 5 glacier procs, 6 inferno procs, and 14 meteor procs.
With an admittedly not massive sample size, but with enough to more than adequately convince me, I would form the following conclusion.
CONCLUSION: - Meteoric star rubies, when added to the same weapon, do not stack. However, when TWFing, they will proc from both weapons.
