What is/are the most efficient way(s), place(s), etc to farm Commendations of Valor?

I noticed Memoirs was dropping a lot of comms for a pretty quick run as well, and it's right there in the harbor.

Short quests are the best.

After that it will depend on your power level but generally you want to aim for the highest level quest and difficulty you can comfortably complete. You will have to switch it up quite often as ransack also affects end rewards. After a full ransack you will need to wait around 7 days I believe.

Whenever i'm farming something I try to combine objectives like xp loot and collectibles so I don't have to run extra quests.

Do you need CoVs (http://ddowiki.com/page/Item:Commendation_of_Valor) or Heart Seeds (http://ddowiki.com/page/Heart_Seed)? Because for CoVs, usually it's "run the fastest EE quests you can," whereas for Heart Seeds it's "wait until lvl 30 then run the shortest EN quests you can."
